The race of intelligent Manticores. They are extremely kind. They worship a matriarchial pantheon of gods and goddesses. The goddess of rain is especially important to them. Their government is corrupt.

To me, a corrupt government in charge of possibly too kind civilians is just opening the door to massive slavery potential. Toss in an Especially Important rain goddess, and i’m guessing they’re farmers or gardeners – the sort of people to whom too much or too little rain can mean death or destruction.
